JERUSALEM — With 70% of votes counted, Benjamin Netanyahu's bloc holds a narrow lead in Israel's elections, but neither his alliance nor the opposition appears likely to secure a parliamentary majority.

Netanyahu's Likud is on track to become the largest party. He is calling for a strong right-wing government, while opposition leaders argue voters want a change in leadership.

Arab minority parties have secured a record number of seats and could play a decisive role in coalition negotiations. Israel's 120-seat Knesset traditionally requires coalition governments.
